Um so Howl grew up in Britain in the 60s and 70s so Doctor Who was a huge part of him growing up. So he's slowly starting to realise that yes, this Doctor is THAT Doctor and LAKJHLGKAUVA

He will be good and not fourth wall, but his inner eleven year old is still dancing at having ACTUAL CONVERSATIONS with the Doctor. Of course, Howl being Howl HE MUST BE COOL AND ALOOF AND NOT SHOW THIS.
In terms of Eleven himself, Howl adores him. He's whimsical and fun and not serious and best of all he's WEIRD. Howl's always been an outcast himself and he sees that in Eleven. The stubborn demand to not fit in JUST ON PRINCIPLE.
Plus, he's got great hair. And bowties are VERY cool. :-D
