i'd say The Doctor is absolutely smarter than Sherlock. because (and certainly not limited to this) Sherlock knows next to nothing about anything related to space. it's off the earth? he deleted it out of his ~super memory bank~ SO please feel free to mock him for being a total ninny. you can bet he'll lurk around their shop, though! possibly disguised as a health inspector.
