Oh god, where to start? Okay, so, in the beginning I think Howard saw Steve as nothing more than another project, and the fact he happened to be a human experiment didn't really mean anything to him, he oversaw the whole thing and prepared it and carried it out. But the thing is, I think he slowly saw the man rather than the super-soldier, the two of them even becoming friends where I always imagine that Howard lacked them, especially male ones that actually stick around and want to hang out with him. I love the scene where he's giving Steve advice about women, the awful advice, but it's like he wants to help him, have them bond over something he knows so he can relate in whatever ways possible. But at the same time I think he secretly idolises Steve, looks up to him and respects him, because he's everything he wishes he could be whilst knowing that because of who he is and what he does and his constant need to create he could never be that man, couldn't even touch it. He's proud, though, like a father might be of a son, the project side of it always there even though he does care beyond how it functions, his best work to date, but that's because it's all he really knows. He tries, as awkward and rubbish as he is, and he wants to be a part of his life, not even for the credit of it, quietly watching as he grows and becomes Captain America.

I don't know, this is long and rambled, and it probably doesn't make sense, but I think Howard just really looks up to Steve, wishes he could be him, and envies what he's managed to accomplish while being incredibly proud and pleased for him, and they need to hang out more than they do.
