I think that despite the fact that he's Captain now, up until very very recently, Steve was the one doing all the following, chasing after Bucky, wheezing the whole way. And in a huge way, that was okay. While Steve isn't a follower, Bucky is different. This is the man who he told all his secrets to - there isn't a thing that happens in Steve's head that Bucky wasn't privy to, nothing that he kept - not because Bucky would weasel it out of him but because I think that Steve genuinely wanted Bucky to know, wants Bucky to know, which is why keeping that he fell and that Steve "dies" was so hard for him. I think that it's inherently foreign to not tell Bucky everything.
And I feel like Steve has had a crush, on some level, even a level he wasn't aware of, on Bucky for a long time. He was the bigger boy, the faster boy, the one who was what a boy and a man is supposed to be, while Steve wasn't. He was popular with girls. I think even their fights, like the fight over Steve enlisting, and even dumber ones (like a girl who Steve liked liking Bucky more because well, that was his luck) all just fizzled out into nothing.
It took him a while to figure out how much he loved Bucky - obviously there was appropriate love that he felt for his best friend (although going out into Nazi infested territory alone with no training and a costume shield was probably not his most brilliant moment and I get the feeling it probably made a couple of people tile thier heads) but after kissing him he realized that what he felt for Peggy he also felt for Bucky. There is nothing he wouldn't do for him except possibly leave him, and even then.
That all said, Steve is probably not quite as emotionally dependent on Bucky as all this suggests? Obviously he loves him but it's not an unhealthy obsession as much as it's something honest and genuine. His heart breaks without Bucky around (and also he loses some of his sanity, I think Bucky actually provided Steve with a measure of restraint, what was this awful plan concocted after Bucky's death, Steve, did you give no fucks at all?).
