Oh Peter. Honestly, I don't even know where to start. Let's start with Rose because that's easy.

Rose is totally weirded out by Peter. She wants to poke his face, literally and just...she can not brain that he looks so much like Ten.

Now, Buffy on Peter: She feels responsible for Peter first and foremost. Part of that has to do with the fact that Peter arrived during a dangerous curse when she was in full saviour mode. Part of it has to do with the fact that Peter makes no bones about the fact that he needs saving. She likes Peter a lot. He's funny, whether he means to be or not and he doesn't mind her laughing at him, in fact he almost seems to encourage it. She respects that a lot. She thinks that most of his behavior is a facade to keep people from getting too close. She might be wrong about that. She's also betting that there's a good man underneath all of the crap he piles on. She's all about redemption thanks to Angel and Spike, so she thinks that Peter can be redeemed and still be himself.

Now, on much deeper levels than she's willing to look. Buffy has got so may bad boy issues and so many daddy issues that Peter is like a Christmas present where those are concerned. He's got the whole bad boy thing going on (which she likes more than she'll admit) and he's old enough to trigger her daddy issues so really he just hits every issue she has and is this giant ball of something she feels like she needs to save. She doesn't look at him romantically, mostly because that connection hasn't been made. She could because Peter is definitely a bad life/romantic choice and she canonically does that all the time. Mostly she really enjoys hanging out with him and considers him a friend and a project.
