Howard thinks that Neil is a strange kid, but considering he himself is Howard Stark he doesn't really hold that against him. In fact, he kind of thinks it's fascinating. He likes a mysterious, a puzzle to solve, and since he doesn't have as many distractions as an excuse not to focus more on people in the city then he would love to pick him apart over time and try to figure him out.
