I love your CR blurb for Justin.
Carla's exactly the kind of person Justin inevitably ends up being intrigued by (and sometimes that doesn't end well for him, but he's getting better at not dying, to his dismay). Before I dropped Poly for a year, he was pretty much an insane killer-loli's person-pet; his only "friend" in canon enjoyed choking him, shot him... there was some mutual betrayal, too. Very healthy. So Carla fits right in!
Justin would be interested in trying to understand her better. He doesn't know that much about her past right now, but he's a biology geek and has been dissecting corpses for a few years for the police, so this zombie thing--especially the neural and psychological aspects--would be really fascinating. More suicide-talk is always welcome, and you're always welcome to antagonize Justin with Carla. He's more uncomfortable with her space-violating than anything else.
Anyway, he doesn't consider her a friend, but he is trying to get closer to her to understand her better. Not out of compassion, mind, but out of curiosity.
DELACROIX
Delacroix and Chekov--I'm glad they're working together. FTL technology is far more advanced in his time than hers so, when I get half a moment to look into how advanced and what Chekov would feasibly be able to do given the City's limited materials... yes.
I feel like it's worth mentioning that he likes her? She reminds him of McCoy in that grumpy, funny-accent kind of way, and he enjoys being around her because she's more like the people he's used to being around. Plus, Chekov loves trying to make surly people lighten up a little. He can be ridiculous at her in an attempt to amuse her.
ANNA
I can offer friends for Anna! There's Penny, of course, who is insanely nice and patient but, unfortunately, really busy (although she's always willing to stop working to talk, but I don't see Anna asking for that). I meant to ask, as well--would Anna prefer a room at the Youth Center to staying at the Welcome Center? A real, proper room, I mean. Now that Penny's operating both, it seems silly to keep Anna at the Welcome Center when she can have an actual room to hide in.
And Chekov again. I do intend to follow up in some manner on the Wild West curse, if you don't mind? Chekov just... likes people in general, and Anna was very nice to him during that curse. He puts up with complete jerks and idiots quite cheerfully, so maybe Anna would be okay.

CHEKOV
She likes him too, which is a feat because she doesn't really like anyone.
One of my biggest hangups with Delacroix is a general lack of flare for Sci-Fi themes, which raises the question of why I would then app a character heavy in them but. Uh. Shhhh.

Either way could work out with Anna, she's not being terribly proactive about finding herself somewhere to live. She was happy with the campsite until Karl found out where it was and freaked her out.
And Chekov had best come by the Blue Light so she can feed him.

Don't worry about Delacroix. XD I'm a sci-fi geek, but I completely get how hard it is to play more technical things. What would the character know? What's their frame of reference, being from the future and all? 'S good.
Aw. Penny will offer Anna a room, then, and she can just hang out until... well, indefinitely, if you like. And Chekov likes being fed, so come by he will!
