It's complicated.Things weren't complicated. Korra was Chekov's uncomplicated biffle who
beat him up in the name of learningsparred with him and has an equally goofy sense of humor and also appreciates cold weather. They went shopping for fake mustaches! She's his bro and they're supposed to hang out and put up with each other even though they don't exactly get each other all the time.Anyway. Chekov thinks too much and things haven't been completely uncomplicated since he kidnapped her, and then things were even less uncomplicated when he traded to get his memories back and Korra kind of evaded ever talking about anything, which is a thing she does, but he likes closure and that didn't happen. But sure, whatever, there's a certain amount of stuff he can ignore, so it was cool. Then Li went and broke up with her and things happened and now Chekov has no idea where they stand. See, in his mind, it means something when you throw someone. Namely, that means things are not okay. Things are even less okay, clearly, when you follow that up with not talking to the throwee or apologizing or forgiving them or anything.
For how smart he is, Chekov has yet to grasp how Korra works. He's pretty sure that she hates him. I mean, if she didn't, she would have been by, right? Right?

Uhura has, mercifully, been a very stable part of Chekov's life since she arrived in the City. None of this teenage drama, and she's communicative enough that he always knows where he stands with her, which doesn't give him a chance to overthink potential problems and make them worse than they are. Basically, he adores her. She makes him talk when he's spending too much time in his head and she's willing to have conversations in Russian which does help stave off homesickness (not that Chekov will admit to being homesick).

She'd like to be better friends with her, but Uhura is just so... classy, and sophisticated, and exactly like one of those girls at school who's so awesome that everyone loves her. That's great, but Penny thinks of herself as a nerdy type. Uhura might tolerate her and be nice to her because that's how she works; Penny doesn't think she has much of a chance at being friends with her, though.
Penny likes Uhura a lot. She's cool, she's great at her job. She just doesn't have delusions of being BFFs.

That said, she is her father's child and linefaces at Korra on the inside sometimes. Unlike her father, there are also times when Korra mortifies her by being goofy. Jinora seriously questions her decision-making abilities and is reasonably sure that, if left to her own devices, Korra will end up Forever Alone which is the Worst Thing Ever.
Jinora is starting to understand that Korra isn't going to learn to airbend by meditating and doing the exercises that Tenzin used to teach his kids. She doesn't think it's a lack of connection to spirituality, necessarily (although she did think that for a while), but there's something that isn't clicking. She's trying to puzzle out what that something is, but she's only ten; it'd help if she had something to go on.
Arthur is still the best potential love interest in the City. Maybe not for Korra, though; Arthur's awfully refined. Maybe Korra would be better off with Li. Li's a dork, but he's not as stupid as she thought he was.
