and holy crap this is an embarrassing wall of text NOBODY LOOK
The funny thing is, Hei's feelings for Korra are probably stronger than hers for him. Not by much, but enough. She poured so much of herself into the non - relationship with Mako, both being in love with him and trying not to be in love with him and then clinging to that love after he left - that she doesn't have much left in her to give. Despite what Hei thinks, she's really not putting that much into their disastership (but still more than she should).
She likes having sex with him. She'd like to spend non-sexy time with him. She wants him to be happy and better adjusted, as much for her sake as his own. When his issues flare up, he gets hella ugly at her and she don't like that.
Her feelings for Hei aren't complicated as much as they're rapidly evolving. When she first met Li, she hated him. He pushed every single wrong button possible. And BK201 was one giant Amon trigger. The sight of his mask still makes her ill.
But even as BK201, he's forced her inch by inch out of her black and white view of people. Kind of like Mako had when Korra had been "OMG YOU WERE A CRIMINAL?!?" and he told her he did what he had to to survive. (Something I'm hoping is that her relationship with him eventually forces her to look at Amon, the Equalists, and her own actions in a different light.)
Then the unmasking, the babbu Korra, the death, the threatening of her friends, and the shed. It was basically a katamari of suffering.
She didn't start actually liking/stop partially hating him until he gave her the advice about active meditation. By that point, she'd gained enough confidence in herself to get some perspective and stop resenting past hurts. It's at that point that his little kindnesses began having more of an impact on her than his many cruelties.
She's still a little frightened of him. She knows what he's capable of, and he has a knack for making her feel small. Not even in a mean way, just a "oh wow the world is much darker and more complicated than I thought" way. Growing pains.
But she finds his darkness reassuring in a way. She doesn't have to hold back with him. He doesn't get upset when she gets violent. He doesn't expect her to be a hero. She doesn't feel like she can disappoint him. (Anger him? Piss him off? Yeah. But not disappoint.) Never underestimate the appeal of no expectations to someone who has lived her entire life under the world's expectations.
(If she ever does disappoint him, it will be quadruply hurtful to her because she never expected it to happen)
Also he's hot and badass. Two major turn-ons, especially when you're a young hormonal badass hottie yourself. And I am ending the wall of text HERE.

....And daw, Korra ♥ It likely is true that Hei feels for her on a more intense level -- but when you're the party that obsesses and analyzes every angle for loss/gain, yet has to wrestle with feels after years of detachment and a lack of solid connections, I think that's an inevitability. Hell, he distanced himself precisely because he was getting too involved. While she's emotionally drained by the Mako mess, he's at the stage where his own fweewings, Pai-related and otherwise, are unpredictable, and his mind isn't in the brightest place. To oversimplify, he knows a good thing when he sees it -- and BK201 is not allowed to keep good things in his lifetime ;3;
Also -- s-sob the only way she could disappoint him is if she ever became too much like him ;; He likes to believe she's strong enough at her core to not absorb all his filth (even if he knows the longer he stays around her, the more rubbing off is inevitable :\)

And waaaaaaaaaah. It's hard to say just how much of his filth she'd take in... She doesn't have Aang's purity of heart and commitment to his convictions. (Unlike Aang, she doesn't have many convictions. White Lotus fucked up bad in raising her.) But as long as she's connected to her past lives in any way, she'll never become too much like him.

/keeps her padlocked to her past lives so she never loses her Avatarness, but more importantly, her Korraness. I think it's that, more than abstractions of purity and darkness, that Hei would regret her losing. He's seen it already on Pai, and on Mai. (And it will happen again with Suou, sob Dx)
