If Raikov could love a woman in every or any way, Penny would be that woman. She reminds him a lot of his first girlfriend back home before he discovered he was gay. (Headcanon, obviously) He cheerishes their friendship very much and is willing to do almost anything for her. He'd even protect her against Volgin if something ever happened.
